Civil Science is seeking an experienced and growth-minded Public Works Division Manager to lead and expand our public works practice in Utah.

What You'll Get to Do:

  • Lead and grow Utah's Public Works Division
  • Manage project delivery, staffing, financial performance, and resource planning
  • Build and maintain strong relationships with municipal and public agency clients
  • Lead business development efforts, client pursuits, interviews, and strategic growth initiatives
  • Oversee scope, schedule, budget, quality, and risk management across multiple projects
  • Mentor, develop, and retain project managers, engineers, and technical staff
  • Collaborate with company leadership on operational and growth strategies
  • Foster a culture of ownership, accountability, collaboration, and quality

What We're Looking For:

  • Proven leadership experience within public works or municipal infrastructure consulting
  • Strong client relationship and business development skills
  • Experience managing teams, project portfolios, and operational performance
  • Ability to develop staff and build high-performing teams
  • Strong communication, leadership, and decision-making abilities
  • Passion for growing a business and serving communities

What Qualifications You'll Need:

  • Bachelor's Degree in Civil Engineering required
  • Professional Engineer (PE) license required or ability to obtain one 
  • 12+ years of experience in public works, municipal infrastructure, or related consulting services
  • Experience managing municipal infrastructure projects and multidisciplinary teams
  • Experience with client management, business development, and project delivery
  • Strong understanding of public agency processes, funding, and infrastructure programs
  • Ability to travel as needed to support clients and business development efforts
